The annual report of the Municipal Public Accounts Committee for the year ending 30 June 2026 will be presented to Council.
The Municipal Public Accounts Committee (MPAC) is an oversight committee of Council. It was set up under Section 79 of the Local Government: Municipal Structures Act. The City's own governance material says it oversees the expenditure of public money. It works in a non-party-political way. Although it has no executive powers, it reports directly to Council. Its yearly report to Council covers its own work for the financial year, which ends on 30 June. The City has published these before. One example is the "Annual report of the MPAC committee for the year ended 30 June 2020". Another is an appendix in the 2018/19 Integrated Annual Report.
The committee's main legal task comes from the Municipal Finance Management Act (MFMA) 56 of 2003. Under section 129, MPAC must consider and evaluate the annual reports of the City and its municipal entities. It then prepares an oversight report for Council to adopt. In the City's reporting framework, the Auditor-General audits the financial statements and performance reports, and MPAC then provides oversight. The City's annual report is sent to MPAC for oversight, further interrogation and recommendation to Council for any action required. The most recent oversight report I found was for 2023/24. It was dated 30 June 2024 and was tabled in 2025.
This matters because MPAC is one of the main internal checks on how public money is spent. This includes unauthorised, irregular, or fruitless and wasteful expenditure, and follow-up on Auditor-General findings. Residents can use the committee's report to see how closely councillors scrutinise the administration. I did not find the 2025/26 report or recent news about it.
