The Council will consider a request for approval of a virement to align and regularise the 2025/26 grant/sponsorship non-VAT budget for the Western Cape Economic Development Partnership (WCEDP) in accordance with approved programme commitments.
A virement is a transfer of an approved budget amount from one line item to another. It happens within the same budget "vote" (in Cape Town, a directorate) during the financial year. The City's Virement Policy describes it as a flexible mechanism to effect budgetary amendments within a municipal financial year. It is meant for changed circumstances since the budget was adopted. Virements are permitted only if approved by Council resolution or the relevant delegated authority. The policy also says the City's Cost Containment Policy must be considered when proposing a virement.
The policy sets limits on what a virement can do. No virements are permitted between the operating and capital budgets. Virements across directorates (votes) are not permissible and will only be effected via an adjustments budget. Any change to the total approved budget must go through an adjustments budget under MFMA Section 28. This means a virement to "align and regularise" a grant line, such as the 2025/26 non-VAT grant/sponsorship budget for the Western Cape Economic Development Partnership (WCEDP), only moves money inside the existing budget. It does not add to it.
This matters for transparency. It shows that grants and sponsorships paid to outside partners match the programme commitments Council has approved. The City's 2025/26 Adjustments Budgets, in August 2025 and January 2026, also record administrative transfers made under the Virement Policy and the System of Delegations. I did not find independent reporting on WCEDP funding itself. The WCEDP is a multi-stakeholder partnership for regional economic development, and I couldn't confirm its details from the search results.
