The Council will consider a request for authority for the City of Cape Town to continue its membership of ICLEI-Local Governments for Sustainability.
ICLEI – Local Governments for Sustainability is a global network. It works with more than 2,500 local and regional governments in 125+ countries. It aims to influence sustainability policy and drive local action on low-emission, nature-based, equitable, resilient and circular development. Cities usually pay an annual membership fee. Councils must therefore periodically authorise continued membership, because it is a recurring expense and an international affiliation.
Cape Town is a long-standing member. The City joined ICLEI in 1994, soon after ICLEI's pioneering Cities for Climate Protection Program started in the early 1990s. It also hosted the 2006 ICLEI World Congress. The City is also listed as a member of the CitiesWithNature and Covenant of Mayors in Sub-Saharan Africa (CoM SSA) initiatives. ICLEI's Africa Secretariat is based locally. It moved to Cape Town in 2008. Since 2013 it has run independent, self-funded offices. The City also works with ICLEI Africa on practical programmes. One example is a partnership, established in 2018, through the City's Urban Sustainability Internship Programme.
Membership matters because it gives the City access to international frameworks, best-practice exchange and climate and biodiversity reporting tools. A senior City official has said ICLEI provided international frameworks and best practices that still inform the City's work. One example is the CDP-ICLEI Track reporting platform, which appears among the City's ICLEI-related activities. Continuing membership is relevant to the City's climate adaptation, water resilience and biodiversity agendas. These are pressing issues after the recent drought experience. The cost of membership is weighed against these benefits.
