The Community Services and Health Portfolio Committee annual report for the period July 2025 to June 2026 will be presented to Council.
The Community Services and Health Portfolio Committee is a Section 79 committee. It is set up under the Municipal Structures Act 117 of 1998. Cape Town's System of Delegations lists it alongside other portfolio committees, such as Finance, Safety and Security, and Urban Mobility. It oversees functional areas that include Library and Information Services and Community, Arts and Culture Development. The Council's delegations also cover city health services. The committee's powers are advisory. The committee's terms of reference note that it makes recommendations to Council. Those terms of reference also say the committee should recommend its annual report to Council. That is why the report for July 2025 to June 2026 comes before the full Council.
The committee's routine work gives context for the annual report. For example, its 2024 meeting agendas included monthly financial performance reports and quarterly progress reports on the directorate's performance. The annual report would normally bring this oversight together for the year. The committee can also recommend comments on national and provincial draft legislation, regulations and policy frameworks that affect its portfolio.
The report matters for accountability. It gives residents a public record of how libraries, community facilities, arts and culture programmes and health services were overseen. Councillor Francine Higham has been the Mayoral Committee Member for Community Services and Health. Agendas, minutes and reports for the committee are published on the City's meeting calendar at capetown.gov.za.
