The Finance Portfolio Committee annual report for the period 1 July 2025 to 30 June 2026 will be presented to Council.
Portfolio committees are council committees that scrutinise the City of Cape Town's work in specific areas. The Finance Portfolio Committee oversees the City's financial matters, including budgets, tariffs, rates policy, and financial reporting. Its annual report to Council summarises the work done over the financial year, which runs from 1 July to 30 June. Municipal finance is governed mainly by the Municipal Finance Management Act (MFMA) of 2003. That Act requires councils to oversee budgets, in-year reports, and compliance.
The reporting period covers the 2025/26 year and the adoption of the 2026/27 budget. The City approved a budget of R87.71 billion for the 2026/27 financial year in June 2026. The City's tabled draft showed R74 756 million (85.2%) allocated to the operating budget and R13 032 million (14.8%) to the capital budget. It also referred to a record R5,4 billion capital budget funded from the City's own resources. The draft budget went out for public comment before 30 April 2026. Draft budget comment closed before 30 April.
The process has drawn some criticism. Critics are questioning whether Cape Town's public participation process gives small businesses and informal traders meaningful influence over the budget. The City says comments were recorded and considered before adoption.
The City also publishes monthly MFMA financial reports. The August 2026 report showed actual capital expenditure of R1 127 million or 8.43% of the current budget. Committee reporting helps residents see how well the City is delivering on its budget and how closely councillors are overseeing it.
