The Spatial Planning and Environment Portfolio Committee annual report for the period July 2025 to June 2026 will be presented to Council.
Spatial Planning and Environment is one of the City of Cape Town's section 79 portfolio committees. These committees oversee a policy area, review reports from the relevant directorates, and make recommendations to the Mayoral Committee and Council. The Municipal Systems Act and the Municipal Structures Act allow councils to set up such committees. Their annual reports normally summarise the meetings held, the items considered and the oversight work done during the council's financial year. Cape Town's financial year runs from July to June, which explains the July 2025 to June 2026 reporting period.
The committee's work covers the legal framework for land use and spatial planning in South Africa. This includes the Spatial Planning and Land Use Management Act (SPLUMA, 2013) and the City's Municipal Planning By-law. It also includes the Municipal Spatial Development Framework (MSDF), the City's long-term plan for where and how the city grows. Other topics typically within its remit are:
These matters shape housing supply, infrastructure investment, protection of natural areas and climate resilience.
The report matters for transparency and accountability. It lets residents and councillors see how the committee carried out its oversight, which planning and environmental items it considered, and what was referred to Council. Planning decisions in Cape Town are often contested. Debate centres on the pace of development approvals, the backlog of land-use applications, the affordable housing shortage, and the balance between growth and protecting the environment. Council's annual review of the committee's work is therefore a useful way to follow these issues.
I couldn't run a search for this answer. The background above comes from general knowledge, not from current City of Cape Town documents. For the report itself and the committee's agendas and minutes, see the City's official website, capetown.gov.za.
