The Council will consider authorisation to commence with a public participation process, including a call for alternative proposals, for the proposed granting of rights to use, control or manage City land at Goodwood Estate, bounded by Dingle Road, McDonald Street and Voortrekker Road, for Sampada Shopping Centre (Pty) Ltd (Goodwood Mall).
Goodwood Mall is a retail centre in Cape Town. Sampada acquired it in 2022. It is a 13,640m² retail hub anchored by Pick n Pay, and it has recently been redeveloped. The refurbishment was completed in July 2024. The item concerns City-owned land at Goodwood Estate that appears to be linked to the mall. The Council is being asked to approve a public participation process before any rights to use, control or manage that land are granted.
South African municipalities must follow a set process when they grant rights over municipal land, such as long-term leases or licences. The process comes from the Municipal Finance Management Act and the Municipal Asset Transfer Regulations. It usually requires public notice and a chance for comment. Here the process also includes a "call for alternative proposals", so other parties can compete with the applicant. This is meant to make sure the City gets fair value and that the process is open.
Council decisions on City property are under close scrutiny. In February 2026 the City auctioned about 50 properties, including the Good Hope Centre, and opponents argued that the sales put short-term revenue ahead of long-term public benefit and that consultation was insufficient. More recently, the South African Human Rights Commission (SAHRC) took the City to court. It said the public participation relied on for most of those properties was outdated. The City says it has followed all legal steps. For residents, a fresh and properly run participation process is the main way to comment on how public land is used.
