The Innovation and Ease of Doing Business Portfolio Committee annual report for the period 1 July 2025 to 30 June 2026 will be presented to Council.
The Innovation and Ease of Doing Business Portfolio Committee is a committee of Council. Under its terms of reference, it oversees the City's work on innovation and on cutting red tape for businesses. The terms of reference also provide for the committee to recommend its annual report. This is the annual report that goes to the full Council. The committee is chaired by Errol Anstey. It makes recommendations to Council and does not make final decisions itself.
The committee's main focus is the City's Ease of Doing Business (EoDB) programme. Through EoDB, City departments work together to simplify processes, reduce delays and make it easier for businesses to deal with the municipality. The City's Business Support Policy sets out the areas it targets. These include business licence registration, land use approvals, building plan approvals and environmental health requirements. The policy says the City will periodically review "Ease of Doing Business Indicators" for time, cost and complexity.
Recent developments show what the report is likely to cover. The City says it has driven 51 documented reform actions across nine business-facing services since 2022. A first Business Satisfaction Survey in 2024 drew more than 400 responses and set a baseline of business sentiment. The results of the 2026 survey will feed into the 2026 Ease of Doing Business Index.
For residents, the report shows whether the City's efforts to speed up approvals and licensing are working. Those processes affect local job creation, investment and the cost of running a small business.
