The Future Planning and Resilience Portfolio Committee annual report for the period July 2025 to June 2026 will be presented to Council.
The Future Planning and Resilience Portfolio Committee is a Section 79 committee of Council. These committees have an important oversight role, especially with regard to the IDP, budgets, policies, service delivery, strategic objectives and priorities, as well as by-laws. Its terms of reference state that the committee makes recommendations to Council. They also provide that it should recommend its annual report. That is why the report goes to the full Council for consideration.
The portfolio covers the City's long-term strategic planning, policy research and preparedness for shocks and stresses. It is a set of functions that help the organisation plan for the future and be prepared for shocks and stresses. Its foundation is the Cape Town Resilience Strategy, the city's first. The strategy was shaped by engagement with over 11 000 local residents, mostly living in informal settlements. It followed the 2018 drought. The Executive Mayor, Geordin Hill-Lewis, holds the Future Planning and Resilience portfolio in the Mayoral Committee.
Recent City reporting links this portfolio to infrastructure-led growth. The 2024/25 Integrated Annual Report states that the City's planned infrastructure portfolio for the next decade now exceeds R118 billion. It also describes a resilient city as a strategic focus area through to 2027, covering climate adaptation and disaster risk reduction. An annual committee report gives residents a public record of how the committee carried out its oversight in July 2025 to June 2026. Committee agendas, minutes and reports are published on the City's website under Council meeting calendar.
