The Council will consider the approval of the Organisational Performance Management Policy.
The Organisational Performance Management (OPM) Policy sets out how the City of Cape Town measures, monitors and reports on its own performance. It was originally adopted by Council in 2011 and is being updated to reflect new organisational performance maturity assessments and a shift to an outcome-focused, technology-enabled and resident-centred approach. The 2011 framework structured performance management at both organisational and individual levels. The legal basis is national local-government legislation, notably the Municipal Systems Act and the Municipal Planning and Performance Management Regulations of 2001.
The draft says the City's performance management function has traditionally been compliance-driven and output-focused. The revision aims to integrate outcome-focused measurement into the existing system. The review is driven by a shift toward outcomes- and impact-driven performance measurement, among other factors. The OPM department has also worked on raising the City's performance management maturity level and building performance dashboards, according to its 2020/21 directorate summary.
The City opened the draft to public comment. It invited residents, stakeholders and interested parties to comment. The draft was published in English, Afrikaans and Xhosa, and comments could be sent to [email protected].
This matters to residents because the policy shapes how the City tracks delivery against its Integrated Development Plan (IDP) and budget targets. It also affects how results are reported to oversight bodies. Those bodies include the provincial Member of Executive Council (MEC) for Local Government and National Treasury, which receives reports under Circular 88. Stronger outcome-based measures should make it easier to judge whether services are actually improving.
